Recently, Dalian Maritime Safety Administration and Dalian Customs jointly seized a case of concealing high-risk dangerous goods. The goods involved in the case were more than 230 tons of calcium hypochlorite. This is the only case of concealing dangerous goods seized by Dalian Port so far.
On August 17, Dalian Customs found a batch of calcium hypochlorite that was about to be shipped abroad suspected of concealment in the Dayaowan port area. This batch of goods involved 11 containers and amounted to more than 230 tons. It is a Class 5.1 strong oxidizing dangerous product, which can cause combustion when it comes in contact with organic substances or ammonia compounds, and is prone to exothermic decomposition at high temperatures, causing fire and explosion. The relevant shipboard dangerous goods declaration procedures have been handled, and the relevant dangerous goods signs have not been pasted on the container cargo packaging. Once an accident occurs, the consequences will be disastrous.
Considering the extremely high danger of calcium hypochlorite, the shipping company should adopt the method of temperature control of the refrigerated cabinet to ensure safety, or refuse to ship dangerous goods. In 2010, a fire broke out when the Charlotte Maersk ship crossed the Strait of Malacca, and it took 11 days to extinguish the fire. In 2012, a cargo ship departing from the United States caught fire and exploded in the Atlantic waters, killing 2 people and causing a direct economic loss of 130 million US dollars.
